Rakic & Gluncic

Team of Croatian Scientist led by Pasko Rakic and Vicko Gluncic presented at the Yale University a study showing that the prolonged and frequent use of ultrasound causes brain abnormalities in the developing fetus. The National Institute of Neurological Disorders and Stroke of the National Institutes of Health supported the study.

Location and building permits

LOCATION PERMIT

Location permit is a document (administrative decision - decree) issued based on the spatial planning documents and special laws and regulations, and it determines the conditions under which the spatial intervention will be performed, according to which the technical documentation will be made, i.e. the construction undertaken. The procedure of issuing of the location permit is defined by the Spatial Planning and Building Act (OG 76/07, 38/09).

Location permitis issued by the office of the State Directorate in the county, or the City of Zagreb, responsible for construction on whose territory the building will be made, if the Building Act or other acts do not define otherwise.

Ministry of Environmental Protection and Physical Planning issues permits for the following types of buildings: traffic and connections building, power plants, water constructions, industrial buildings, buildings for the waste processing and special purposes buildings.

Location permit contains the certificate from the spatial planning documents based on which the permit is issued, and depending on the type of intervention the location permit defines:

  • shape and size of the building, i.e. the scope of the spatial intervention,
  • purpose of the building,
  • size and area of the building,
  • location of one or more buildings upon the building lot, i.e. within the spatial intervention,
  • shaping of the building,
  • design of the building lot,
  • ways and conditions of connecting the building lot, i.e. building to the public-road area and municipal infrastructure,
  • ways of impeding the adverse influence on the environment, and
  • other elements relevant for the spatial intervention, according to specific regulations.

Together with the request for the issuing of the location permit you must enclose:

  • certificate of the cadastral plan,
  • description and preliminary design of the intended spatial intervention.

If the type of building does not require a building permit, the request has to be accompanied by:

  • preliminary design in accordance with the special regulation,
  • proof of the right to ownership of the building or agreement or act of the competent body based on which the submitter has been granted the right to perform the spatial intervention.

BUILDING PERMIT

Building permit is a document (administrative decision - decree) based on which the construction can be started. It defines the main, i.e. preliminary design made in accordance with the set regulations and conditions to be fulfilled by a building in a certain location and it testifies that all the necessary preconditions for building have been fulfilled.

The procedure of issuing of the building permit is defined by the Spatial Planning and Building Act (OG 76/07, 38/09).

Building permits are issued by theoffice of the State Directorate in the county, or the City of Zagreb, responsible for construction on whose territory the building will be made, if the Building Act or other special laws do not define otherwise. The Ministry of Environmental Protection and Physical Planning issues permits for the following type of buildings: traffic and connections building, power plants, water constructions, industrial buildings, buildings for the waste processing and special purposes buildings.

The investor submits the following together with the request for issuing of the building permit:

  • proof of the right to build on a certain property,
  • main plan in 4 copies with the certificate that it has been made in accordance with the set conditions, i.e. provisions of the relevant act or other regulations in when determined by special laws, except in cases of issuing of location permits set by the State administration body competent for the spatial planning and in accordance with the spatial planning documents, the conformity of the preliminary project is determined by the authority competent for issuing of the building permits. In that event the certificate defined by special prerequisites is not needed.
  • written report of the main project’s control,
  • certificate of the formal recognition, and
  • list of parties.

The right to build on a certain property is certified with:

  • certificate from the land-registry,
  • agreement or decision of the competent state authority based on which the investor has received the right of property, right to build or right to usufruct,
  • partnership agreement with the property’s owner whose aim is the joint building or reconstruction of the existing building,
  • concession agreement granting the right to build,
  • written consent of the owner of the existing building in cases of reconstruction, additional constructions and remodelling of the building, if not otherwise defined by law, and
  • written consent of the fiduciary owner issued to the current real-estate owner.
